Ordinance 06-12 (effective 12/18/06) removed the Water & Sewer division from the Public Works Department and established it as a separate department to operate and maintain the city's water supply and sewage distribution systems. Its activities include the installation, testing, maintenance, and repair of fire hydrants, water meters, sewers, sewage pumping stations, and all other sanitary lines. In addition, the department works with the Administrative Department's Collections Division to facilitate billing & collection of water and sewer accounts.

Additional Information

Laterals from the public water main or sewer main to the curb line shall be laid, repaired or replaced at the expense of the owner of the building, structure or use. The Department shall install 1" water laterals and 4" water laterals. The installation, repair or replacement of water lines over 1" and sewer lines over 4" shall be contracted out at the owner's expense to an approved contractor. The City shall approve the material, supervise the installations and charge an inspection fee.

 

Laterals from the curb line to the building, structure or use shall be laid, repaired or replaced at the expense of the owner of the building, structure or use. The installation, repair or replacement shall be contracted out by the owner at the owner's expense.

 

There is a onetime connection fee for any new customer installing a sewer line. This fee is made payable to the Cumberland County Utilities Authority. However, the permit is taken out in the water department office. For any other type of building, contact the water department for a price.

 

Anytime work is performed on a state highway (Route 49 and Route 77), there is a State Highway application and permit that must be taken out. This permit is also taken out in the water department office. Also the owner must pay to have the street restored to DOT standards.

 

The owner of a premises with a below grade sewer line shall have the sewer line equipped with a back up or check valve to prevent back up of effluent. The owner is solely responsible for maintaining and keeping the back up or check valve in working order.
